Declaration of Interest Members with interests to declare should refer to the Agenda item and describe the nature of their interest when the item is being considered.
Elected Members of Devon County Council and Town/Parish Councils who have considered a planning application by virtue of their membership of that Council hold a personal interest and are deemed to have considered the application separately and the expressed views of that Council do not bind the Members concerned who consider the application afresh. Minutes: The Chair reminded Members to declare their interests when the relevant item was up for discussion. Declarations of interest were made as indicated below and in accordance with the previously agreed arrangements for “dual-hatted” Members.

Application No: 1/0271/2018/FUL - Demolition of existing bungalow and erection of new two storey dwelling (resubmission of 1/0344/2017/FUL) - Bedewill, Green Lane, Appledore
Interests: Councillors Davis and Whittaker declared personal interests – dual hatted – Northam Town Council
Officer recommendation: Grant
The planning application had been called into Plans Committee by Councillor Davis due to potential impact upon the street scene and residential amenity.
The Planning Officer presented the report and informed Members of the main planning considerations.
During the discussion reference was made to a concern that had been raised with regard to the stability of the land following the demolition of the gable end on the neighbouring property. Members felt this would not a problem but acknowledged the disruption to neighbouring residents. With regard to impact upon residential amenity, the Planning Officer referred Members to Condition 3 in the report, restricting the hours of operation.
Members also stated that although they had every sympathy for the neighbouring residents, they could see no reasons why the application should not be approved.
It was proposed by Councillor Hackett, seconded by Councillor Watson that the application be approved.
Resolved:
That the application be Granted subject to the conditions as stated in the report.

The Chair, Councillor Lock, acknowledged the amount of work that the Planning Department had carried out. They had completed 85 delegated planning applications on top of their other work.
