Declaration of Interest

Members with interests to declare should refer to the Agenda item and describe the nature of their interest when the item is being considered.

 

Elected Members of Devon County Council and Town/Parish Councils who have considered a planning application by virtue of their membership of that Council hold a personal interest and are deemed to have considered the application separately and the expressed views of that Council do not bind the Members concerned who consider the application afresh.

Minutes:

The Chair reminded Members to declare their interests when the relevant item was up for discussion.  Declarations of interest were made as indicated below and in accordance with the previously agreed arrangements for “dual-hatted” Members.

Urgent Matters

Minutes:

The Chair advised that, at the request of the applicant, applications 1/0636/2020/FUL and 1/0637/2020/LBC – Coach and Horses Inn, Buckland Brewer, Bideford - had been withdrawn. 

 

The Planning Manager read to the meeting a Statement received from the Education Authority.  This followed a request made by Councillor McGeough at the meeting held 21 January, for confirmation that the s106 monies would go to the specific school stated in the S106 Agreement.  The Education Authority had agreed, if required, to attend Plans Committee meetings.  The Planning Manager to send an invite, following agreement from the Committee.

The Chair to advise the Committee of any prior requests to speak made by members of the public and to advise of the details of the Council’s public participation scheme.

It should be noted that Councillor Pennington had also called the application in, if the Officer is minded to approve, for the following reason:

 

“The Public House appears an essential amenity.   The ND&TLP also details the need for services and facilities within the village, with reference to Policy BBR; Buckland Brewer Spatial Strategy”.

The Planning Manager presented the report and informed Members of the main planning considerations.

 

The Planning Manager confirmed that no response had been received from Bridgerule Parish Council.

 

Councillor Lock referred to the two large glazing units proposed and enquired as to whether an additional condition could be included to state that anti-glare glass be fitted.    The advice given by the Planning Manager was that because of the wide range of anti-glare glass available, a condition could be imposed, namely, that prior to the commencement of the development a sample of glass be provided, and the wording of the condition be delegated to Officers, the Chair and Vice Chair of Plans Committee.

 

It was proposed by Councillor McGeough, seconded by Councillor Watson that the application be approved.
