Minutes:

Apologies were received from Councillors Boughton, Lock and McGeough with Councillor Newton substituting for Councillor Boughton.

Declaration of Interest

Members with interests to declare should refer to the Agenda item and describe the nature of their interest when the item is being considered.

 

Elected Members of Devon County Council and Town/Parish Councils who have considered a planning application by virtue of their membership of that Council hold a personal interest and are deemed to have considered the application separately and the expressed views of that Council do not bind the Members concerned who consider the application afresh.

Minutes:

The Chair reminded Members to declare their interests when the relevant item was up for discussion.  Declarations of interest were made as indicated below and in accordance with the previously agreed arrangements for “dual-hatted” Members.

Urgent Matters

Information to be brought forward with the permission of the Chair.

Minutes:

The Planning Manager advised that the NPPF (National Planning Policy Framework) had been revised. Once TDC Officers have reviewed the changes it will be circulated to Members.

Public Participation

The Chair to advise the Committee of any prior requests to speak made by members of the public and to advise of the details of the Council’s public participation scheme.

The information, recommendations and advice contained in the reports are correct as at the date of preparation which is more than ten days in advance of the Committee meeting.   Due to these time constraints any changes or necessary updates to the reports will be provided in writing or orally at the Committee meeting.

The planning application had been called into Plans Committee due to a Torridge District Council member of staff being a close relative of the applicant.

 

Prior to the presentation, the Committee were advised of the following updates:

 

National Planning Policy Framework Updates –

·         Paragraph 2.5 (Impact on Character and Appearance) should read 126 not 124.

·         Paragraph 4.1 (Access, Parking and Highways) should read 111 and 112 not 109.

The planning application had been called into Plans Committee due to the proposed site is owned by Torridge District Council.

 

Concern was raised regarding poor visibility for drivers on the exit onto Park Lane and suggestion was made to have a warning sign erected. The Planning Manager advised this could not be conditioned into the application however could be investigated via TDC’s Estates Team.

It was proposed by Councillor Christie, seconded by Councillor Watson that the application be approved.

In response to queries, the Planning Manager provided an explanation on the different types of Certificates of Lawfulness and that enforcement and conveyancing may have an impact on applications. The Planning Manager advised that he would ascertain statistics on applications and circulate to Members.
