The Chair opened the meeting and introduced the Licensing Sub-Committee Members. He advised that the hearing had been convened to consider an application for a premises licence – Halwill Parish Hall.

 

The Councillors present declared that they had no personal or prejudicial interests in the application.

 

The Lead Licensing Officer introduced himself.

 

The Chair invited the applicant to introduce themselves and to identify any representatives or witnesses present. Ms Channing and Mr Osbourne attended the Committee as Trustees of Halwill Parish Hall and representatives of the applicant.

 

The objector, Mr Marshall, introduced himself and confirmed that he was speaking on his own behalf.

 

The Chair explained the process of a Licensing Sub-Committee.

 

The Lead Licensing Officer presented the report, the purpose of which was to provide the Sub-Committee with information relating to an application for a premises licence for Halwill Parish Hall to enable the Sub-Committee to determine the application.

 

The Chair thanked the Lead Licensing Officer for his report and asked the panel if they had any questions for the Lead Licensing Officer. Members had no questions at this stage.

 

The applicant was invited to put forward their case. Ms Channings response detailed the below:

 

-       Halwill Parish Hall holds an entertainment licence, which corresponds with the details outlined in the premises licence application.

-       The Hall is raising funds to maintain and upgrade the building and hopes that a permanent premises licence will increase its use and generate additional income.

-       She stated that she is a retired police officer and therefore understands the responsibilities associated with holding a premises licence.

-       The Trustees have experience working at a wide range of licensed venues.

-       The Hall Hiring Agreement has been reviewed, and a Licensed Activity Policy has been introduced, which will be readily available and accessible to all.

-       There is on-site parking, a village car park, and additional on-street parking available.

-       Trustees will monitor noise to ensure residents are not disturbed.

-       Any plans to merge the primary and preschool or build new changing facilities nearby are not imminent.

-       Having a premises licence could help attract more people to the village.

 

The Chair asked the panel if they had any questions for the applicant.

 

Members asked whether any complaints had been received regarding Halwill Parish Hall’s use of temporary events licences. The Lead Licensing Officer confirmed that no complaints had been received.

 

Members asked who would be responsible for serving alcohol. Ms Channing explained that, in addition to Members and Trustees, the Hall’s hirers will be permitted to serve alcohol, provided they comply with the licence conditions, the Challenge 25 requirements, and the Hall’s Licensed Activity Policy. She noted that Committee Members cannot always be present.

 

The Chair invited the objector, Mr Marshall to make his representation.
